Job Description
The Superintendent – Compensation & Benefits is responsible for the effective management, coordination, and continuous improvement of compensation and benefits operations across ArcelorMittal Liberia. Reporting to the Manager – Compensation & Benefits, the role translates strategic reward frameworks into practical, compliant, and efficient operational delivery.
The position provides leadership to the Compensation & Benefits team, ensuring accurate implementation of salary structures, benefits administration, expatriate support, and statutory compliance. The Superintendent plays a key role in governance, controls, reporting, and stakeholder engagement, working closely with HR Systems, Payroll, Finance, and external service providers.
This role acts as the primary operational authority for compensation and benefits processes, supports audits and reviews, and ensures consistency, fairness, and transparency across all sites, while driving continuous improvement and strengthening internal controls.
Duties and Responsibilities / KPI’s
Compensation Management & Governance
- Implement and manage approved compensation structures, salary scales, and allowance frameworks.
- Ensure correct application of pay changes, promotions, adjustments, and special payments in line with policy.
- Review and validate compensation data, reports, and approvals before submission to management.
- Support annual salary review and budgeting exercises through data analysis and scenario modelling.
- Ensure compliance with labour laws, internal policies, and pay equity principles.
Benefits Administration & Oversight
- Oversee the administration of benefits programs including insurance, retirement, leave, wellness, and statutory benefits.
- Ensure timely enrolment, updates, and renewals with insurers and benefits providers.
- Monitor legislative changes and ensure benefits practices remain compliant.
- Review and approve benefits-related transactions and documentation.
- Act as escalation point for complex employee benefits issues.
Expatriate Compensation & Benefits
- Oversee expatriate R&R processes, benefits administration, and reimbursements across all sites.
- Ensure compliance with expatriate contracts, policies, and insurance requirements
- Coordinate expatriate NASSCORP refunds, medical claims, and benefits reconciliations.
- Resolve complex expatriate compensation and benefits queries in collaboration with Payroll and Finance.
Special Programs & Operational Controls
- Oversee rice program administration, including ordering, distribution controls, and monthly reporting.
- Supervise school fees administration and ensure accurate approvals, payments, and reporting.
- Oversee leave administration processes and ensure timely, accurate reporting.
- Validate monthly and quarterly compensation and benefits operational reports.
Leadership, Controls & Continuous Improvement
- Supervise, coach, and develop Compensation & Benefits team members.
- Ensure adherence to SOPs, internal controls, and audit requirements.
- Identify process gaps and lead continuous improvement initiatives.
- Partner with HR Systems to improve data integrity, automation, and reporting accuracy.
- Support internal and external audits related to compensation and benefits.
- Perform other related duties as assigned by the Manager – Compensation & Benefits.
Qualifications / Experience / Technical Knowledge
Bachelor’s degree in human resources management, Business Administration, Finance, or related field.
- Minimum 5–7 years’ experience in compensation & benefits or HR operations.
- Demonstrated experience supervising or coordinating teams.
- Strong working knowledge of Liberian labor laws and statutory benefits.
- Experience managing compensation and benefits is an advantage.
- Proficiency in MS Excel, MS Office, and HRIS systems (SAP preferred).
- Strong analytical, reporting, and internal control skills.
