Summary: The U.S. Mission in Liberia is seeking eligible and qualified applicants for the position of Maintenance Supervisor (Local Facility Manager) within Facility Management (FM), Management Section. Duties:

  • Serves as the principal authority and technical advisor on all facility operations, maintenance, repair, and minor construction portfolio of U.S. government-owned, short term, and long term leased properties.
  • Manages and supervises the operation and maintenance program for all facilities to include developing budgets, producing assessment reports and contract scopes of work for repair, improvement, or renovation projects.
  • Direct Supervisor of Position: Reports directly to the Management Officer, Single Real Property Manager (SRPM), or Senior Facilities Manager.
  • Exercises considerable independence in carrying out assigned work.
  • FACILITIES MANAGEMENT (50%) - Runs the Facility Management and Improvement Program and serves as the OBO liaison at post.
  • Leads the facility management (FAC) section at post in ensuring an effective program.
  • Oversees maintenance program planning, construction alterations, service contracts, and grounds management.
  • Serves as a technical expert and advisor on all facility management functions.
  • Conducts routine inspections of all building systems to determine maintenance, repair and replacement requirements.
  • Evaluates building interior and exterior components, their age, condition, history, and maintenance needs.
  • Applies a good understanding of the mechanical and electrical infrastructure of buildings and compound utility grids.
  • Ensures the effective use of OBO Computerized Maintenance Management Systems (CMMS) and recommends changes to achieve maximum efficiency.
  • Ensures proper adherence to OBO facility management policies, procedures and requirements, and ensures that staff and post are aware and compliant.
  • Prepares and submits reports to OBO and post management on results-based indicators, including the Annual Inspection Survey (AIS), Facility Condition Index (FCI), Benchmark Survey, and utility tracking program.
  • MAINTENANCE AND REPAIR (M&R) PROJECT DEVELOPMENT, ACQUISITION/EXECUTION AND BUDGETING (20%) - Leads the FAC Section in the planning, development, and execution of required maintenance and repair projects including design, scope of work, bill of materials, as well as developing cost estimates for in-house or contracted projects.
  • Performs project and contract management functions to include scheduling and coordination of work, oversight, and inspection.
  • Maintains contractual relationships with the Embassy maintenance and construction contractors.
  • Responsible for OBO financial assets, requesting, justifying, and managing operating budgets, and acts as signatory for project monetary obligations.
  • Coordinates with OBO to secure funds and obtain guidance on project and M&R requirements.
  • Accountable to the MO/Sr FM and Financial Management Officer for expenditures related to facilities operations.
  • Acts as the COR for local facility and maintenance contracts.
  • Performs skilled/manual labor as necessary for the maintenance, repair, renewal, upgrade, rehabilitation and installation of mechanical and electrical components.
  • SUPERVISION (20%) - Supervises a Maintenance Supervisor, Engineers, and Administrative staff, and indirectly supervises the maintenance staff.
  • Reviews, identifies, and requests staff needs such as tools, personal protective equipment (PPE), supplies, and reference materials to not only ensure a safe work environment, but a developed and knowledgeable workforce.
  • Manages the maintenance library.
  • Ensures that records are retained on all major systems and buildings including manuals, manufacturers’ cut sheets, physical samples, equipment specifications, diagrams, and drawings.
  • Selects the appropriate information to add to the library when new systems are upgraded, replaced, or in need of additions.
  • Evaluates and identifies staff training needs and makes recommendations on training courses or mentoring needs to ensure that staff are effective.
  • presents and justifies staffing requirements and requests the positions and funding to post management, as needed.
  • Maintains appropriate internal controls to prevent waste, fraud and abuse.
  • Supports and promotes EEO policies.
  • SECURITY (10%) - Participates in the implementation of DoS security regulations, procedures, and policies pertaining to the facility management program and the FAC section.
  • Assists DoS Security Officers and technicians when necessary to maintain security infrastructure and protocols.
  • Acts as the primary liaison between post and OBO, to include scheduling and acting as control officer for all OBO and facilities-related visits.
  • Assists post with VIP visits.
  • Incumbent serves as an incidental operator of official vehicles and meets all requirements outlined in 14 FAM 433.

Qualifications and Evaluations:

Requirements:

  • All selected candidates must be able to obtain and hold a: Public Trust security clearance.
  • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
  • Selected candidate must be able to begin working within a reasonable period of time (two weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:

  • Bachelor’s degree in electrical, mechanical, civil, facility management, or another engineering field is required.

EXPERIENCE:

  • Non-Supervisory: At least five years of experience within facilities management (including four years in building maintenance trades) is required.
  • MANDATORY Supervisory: At least two years of experience as a facilities manager is required.

LANGUAGE:

  • Mandatory: English Level IV (Fluent) speaking/writing/reading of English is required. This may be tested.

JOB KNOWLEDGE:

  • Good knowledge of host country building codes.
  • A good knowledge of preparing and managing budgets and documented knowledge of project management.
