Summary: The U.S. Embassy Monrovia in Liberia is seeking eligible and qualified applicants for the position of Maintenance Supervisor (FAC Administrative Supervisor) within the Facilities Management Section. Duties:

The incumbent supervises the administrative processes of the largest section in Embassy Monrovia that includes 1 U.S. Direct Hire (USDH), 3 Eligible Family Member (EFM) positions, and 100+ Locally Employed (LE) Staff positions. The incumbent's work will include serving as the first point-of-contact with Human Resources on all LE staff performance and position management documentation, monitoring Time and Attendance (T&A) reporting by LE administrative assistant; responsible for the security escort program, assistance with management of the Facilities Section relationship with outside vendors and contacts, and special projects as assigned by the Facilities Manager. The incumbent will also be responsible to draft management notices and other correspondence for dissemination to the Embassy, draft reporting cables, data calls and statistical reports, and outreach documents required by Washington, assist with program planning and development, assist with preparation and monitoring of budgets and financial reporting, and perform other general tasks. The incumbent will directly supervise three LE Staff positions. The incumbent will be supervised and rated by the Facilities Manager.

  • GENERAL ADMINISTRATIVE DUTIES - 45% Administrative management, including task coordination, training requests, process support, calendar management, coordination of domestic and international travel of section members. Internal and external section engagement and representational event planning and coordination. Proactively requests and ensures section's operational needs are met via MyServices, Ariba, and ILMS requests and ensures administrative staff maintain inventory of office supplies. Maintains filing systems based on the Department of State's record management procedures; serves as the SAFE Data Manager for the section; responsible for accountability of section staff during emergencies and accountability drills. First point of contact with Human Resources for personnel management, performance review cycle, and other requirements for the locally employed staff. Ensures that all communications from Human Resources and other pertinent offices are distributed to all employees including those without computer access. Answers basic questions for Facilities staff related to Embassy needs (badges, benefits, security notices, etc.), but directs them to appropriate offices where necessary.
  • WRITING AND DRAFTING OF REPORTS, DATA CALLS, NOTICES, ORAL PRESENTATIONS, AND OTHER WRITTEN CORRESPONDENCE - 30% Responsible for drafting and following-up on all reports, management notices, and official communication from the Facilities Section to the Embassy, Washington, and other entities under the supervision and clearance of the Facilities Manager. Will work with other sections and the Facilities locally employed staff to gather information necessary to produce these reports, verify data, and present it in a clear and succinct way for all stakeholders. Compiles briefing materials for meetings as requested. Will follow-up on any questions or requests for additional information on documentation created. Responsible for taking notes at meetings and preparing out briefs as needed. Responsible for compiling presentations for the Facilities Manager to present at ICASS meetings when requesting positions based on workload and staffing needs. Responsible for budget requests from Overseas Building Operations and the Embassy's Financial Management Center.
  • INFORMATION MANGEMENT/TECHNOLOGY SUPPORT - 15% Coordinates the flow of work and requirements of the Section. Updates and maintains the computer system, shared drives and pertinent web pages; maintains the references and libraries in SharePoint, as appropriate. Responsible for maintaining and updating office files as necessary. Provides support to the Facilities Manager in the Real Property Application as necessary.
  • ESCORT SERVICES - 10% When needed, the incumbent will act as a security escort to bring non-cleared ICASS service providers to Non-Controlled Access Areas. The escort is required to stay in visual contact with the non-cleared workers at all times. Note: This position description in no way states or implies that these are the only duties to be performed by the incumbent. The incumbent will be required to perform other duties as assigned by the agency.

  • Selected candidates must be able to obtain and hold a: TOP SECRET security clearance.
  • Selected candidate will be subject to a background investigation, if applicable.
  • Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:

  • Minimum two years Post-Secondary studies at the College/University level required.

Qualifications:

  • EXPERIENCE : NON-SUPERVISORY : Minimum three (3) years administrative experience to include experience in two of the following subjects: Drafting formal correspondence, development of technical reports, budget development, or formal human resources experience.
  • SUPERVISORY : Must have a minimum of six (6) months supervisory experience. Please address these factors in your ERA application under Major Duties and Responsibilities.
  • Language: Good Working Knowledge in speaking, reading, and writing English is required. This may be tested. Please address this language requirement in your ERA application.
  • JOB KNOWLEDGE: The job holder should be able to understand/learn local culture soon after starting in the position.   • SKILLS AND ABILITIES : Standard level keyboard and computer skills to include specialized software, database management, spreadsheets, etc. Must possess excellent written and oral skills in order to conduct training and drafting of materials and reports in the performance of duties. Ability to coordinate, prioritize and oversee multiple projects. Excellent interpersonal, numerical and communication skills. Ability to be flexible, resourceful, service-oriented, and self-motivated, and to work within the existing mission structure.
